سياست‌گذاري علم و تكنولوژي چيست؟

همانند بسياي از حوزه‌هاي ديگر (مانند نفت، اقتصاد، روابط سياسي و ...)، مساله علم و تكنولوژي، نيز نيازمند سياست‌گذاري‌ست. اما اين سياست‌گذاري به معني اين نيست كه دولت، از الف تا ي مساله توسعه علم و تكنولوژي را بايد در كنترل و اختيار خود بگيرد. به تعبير بهتر، سياست‌گذاري هوشمندانه در مواردي، نيازمند اين است كه دولت هيچ دخالتي نكند، كه البته خود اين مساله هم يك نوع سياست‌است.

 

ماهيت متفاوت علم و تكنولوژي (به خاطر حضور ذي‌نفعان متعدد، تاثيرات بسيار گسترده علم و تكنولوژي و ابهامات فراوان در خصوص مكانيزم رشد و توسعه آن و عوامل موثر بر آن)، در كنار اهميت غير قابل انكار آن در تمامي ابعاد توسعه (سياسي، اقتصادي، اجتماعي و نظامي) باعث شده‌است كه مقوله سياست‌گذاري علم و تكنولوژي، امروزه به صورت رشته‌اي مجزا (و البته بين‌رشته‌اي) در دانشگاه‌هاي مختلف دنيا تاسيس شود.

 

به عنوان مثال، نحوه تخصيص بودجه‌هاي پژوهشي، نحوه حمايت دولت از صنايع مختلف، چگونگي ايجاد قوانين حمايتي از نوآوران و نقش دولت در انتقال تكنولوژي از خارج به داخل، از جمله سوالاتي هستند كه در اين رشته مورد بررسي قرار مي‌گيرند.

 

گرايشها و درسهاي آن

سياست‌گذاري علم و تكنولوژي گرايشهاي مختلفي دارد. مثلا دوره فوق ليسانس اين رشته در دانشكده SPRU 5 گرايش دارد. ليست درسهايي كه در هر گرايش بايستي گذرانده شود در جداول زير آمده است.
